Foot…Fetish?

This interesting article from Dr. Justin Lehmiller provides some great information on fetishes and paraphilias…but it leaves me wondering something. The term fetish is very often associated with feet…but if so many people are into feet…then when might feet just be considered “sexual.” Breasts aren’t essential for sex, but they aren’t really considered a fetish. And even with anatomy that is traditionally a part of sex, certain acts that can be performed that aren’t actual intercourse aren’t deemed fetishistic.
